The Commercial Law Development Program (CLDP), established in 1992, is a division of the U.S. Department of Commerce's Office of the General Counsel. Its mission is to improve the legal environment for business worldwide by providing technical assistance to developing and post-conflict countries. CLDP collaborates with foreign governments to implement commercial legal reforms that support U.S. foreign policy goals and promote economic development.

In 2020, CLDP focused on several key areas, including trade and customs law reform, intellectual property rights, commercial rule of law, free trade agreements, and transparency and governance. These initiatives aimed to modernize legal frameworks, enhance the protection and enforcement of intellectual property, and foster transparent regulatory environments conducive to business growth.

The program offered various practical components such as seminars, workshops, and training sessions, engaging experienced regulators, judges, policymakers, business leaders, and attorneys from both the public and private sectors. These activities provided valuable networking opportunities and facilitated knowledge exchange among participants.

CLDP's programs are designed for government officials, legal professionals, and business leaders from developing and transitional countries seeking to strengthen their commercial legal systems. Participation in these programs equips attendees with the tools and knowledge necessary to create fair and predictable legal environments that attract investment and stimulate economic growth.
