Luncheon Talk: HKSAR 25th Anniversary Business & Rule of Law
The Norwegian Chamber of Commerce Hong Kong hosted a luncheon talk titled "HKSAR 25th Anniversary Business & Rule of Law" to commemorate the 25th anniversary of the Hong Kong Special Administrative Region. This event provided a platform for business leaders, legal professionals, and policymakers to discuss the evolution of Hong Kong's business environment and legal framework over the past quarter-century.
The discussion focused on the interplay between business development and the rule of law in Hong Kong, examining how legal reforms have influenced economic growth and vice versa. Key topics included the impact of legal policies on business operations, the role of the judiciary in maintaining a fair business environment, and future prospects for Hong Kong's legal and economic landscape.
The event featured Grenville Cross, GBS, SC, former Director of Public Prosecutions of Hong Kong, as the main speaker. Mr. Cross shared his insights on the legal developments in Hong Kong since the handover and their implications for the business community. The session was moderated by Jacky Foo, Chairman Alternate at The Singapore Chamber of Commerce (Hong Kong), who facilitated an engaging discussion and audience interaction.
This luncheon was particularly beneficial for business executives, legal practitioners, and academics interested in understanding the relationship between Hong Kong's legal system and its business environment. Grenville Cross
Former Director of Public Prosecutions of Hong Kong
Grenville Cross GBS, SC is a British barrister who served as the Director of Public Prosecutions of the Hong Kong SAR from 1997 to 2009. He was appointed Queen’s Counsel in 1990, becoming Senior Counsel in 1997. He is the Vice Chairman (Senate) of the International Association of Prosecutors, and chairs its Standing Committee on Prosecutors in Difficulty. He is Honorary Professor of Law, University of Hong Kong, and Honorary Visiting Professor of Law, Chinese University of Hong Kong. In 2010, he was awarded the Silver Bauhinia Star, for services to the legal system, and, in 2021, the Gold Bauhinia Star, for services to the community.
Jacky Foo
Chairman Alternate at The Singapore Chamber of Commerce (Hong Kong)
Mr Jacky Foo (傅光燊) is the Chairman Alternate of the Singapore Chamber of Commerce in Hong Kong. He is also a Board Member and Chief Representative of TAL Group in Hong Kong. Prior to joining the private sector in 2017, Mr Foo was with the Singapore Diplomatic Service for 33 years after completing his undergraduate degree in Economics from Cambridge University. Mr Foo served as the Singapore Ambassador to the Philippines from 1999 to 2003, Ambassador to Germany from 2009 to 2012 and Consul-General to Hong Kong from 2012 to 2016. His first posting was in Beijing from 1988 to 1991, where he was part of the team which negotiated the establishment of diplomatic relations between Singapore and China. As Director-General of ASEAN in Singapore, Mr Foo spent some years working on ASEAN integration which led to the signing of the ASEAN Charter. During his diplomatic career, he has also headed the Directorates in charge of East Asia, International Economics & WTO and the Singapore Cooperation Programme, as well as Administration and Management during which he introduced management accounting systems and helped build the new headquarters of the Singapore Ministry of Foreign Affairs. He has worked on APEC and many Free Trade Agreements and was also Chief Negotiator of the Singapore-Jordan FTA. Mr Foo loves outdoor activities and enjoys playing tennis and table tennis. He golfs occasionally. In Hong Kong, he is happy to have completed the HK Marathon, the 100-km Maclehose Oxfam Trailwalker, and the Cross-Victoria Harbour swim. Mr Foo was in Cambridge on a Singapore Government Scholarship. He subsequently obtained a Master of Arts from Harvard University from 1993 to 1995 on a Fulbright Scholarship. Singapore has awarded him the Public Administration Gold Medal.
