Foundations in Municipal Law and Governance 2025 is a comprehensive program designed to provide participants with a solid understanding of the legal and governance frameworks that shape Ontario municipalities. Organized by Osgoode Professional Development, this self-paced, two-module course serves as an introduction to the core responsibilities, structures, and obligations inherent in municipal government.

The program covers essential topics such as the constitutional and legislative foundations defining municipal authority in Ontario, including the Municipal Act and the City of Toronto Act. Participants will gain insights into council operations, municipal procedures, accountability frameworks, and the roles and responsibilities of key municipal actors, including elected officials and staff. Additionally, the course addresses the importance of Indigenous rights and relationships within the municipal context, as well as practical skills for bylaw drafting, public consultation, and decision-making processes.

This program is ideal for professionals new to municipal government or those seeking to strengthen their foundational knowledge. It also serves as Modules 1 and 2 of the full Osgoode Certificate in Municipal Law and Governance program, offering a flexible and practical introduction to the field.

Wendy Law has extensive experience in municipal law, having held senior positions at the City of Mississauga and the City of Vaughan, where she served as city solicitor and deputy city manager.

Wendy Walberg
