The Environmental Law Forum – PBA Environmental & Energy Law Section Dinner is an annual gathering organized by the Pennsylvania Bar Association's Environmental & Energy Law Section. This event serves as a premier social occasion for environmental law professionals, offering an evening dedicated to networking, recognition, and camaraderie.
Attendees can look forward to a buffet-style dinner featuring a variety of chef-inspired main courses, seasonal vegetables, hearty grains, and salads, with an assortment of desserts to conclude the meal. The evening also includes the presentation of the Section's Environmental Law Lifetime Achievement Award, honoring individuals who have made significant contributions to environmental law and policy in Pennsylvania.
This dinner provides an excellent opportunity for environmental lawyers to connect with peers, celebrate achievements within the field, and engage in meaningful discussions about the future of environmental law. Alexander G. Bomstein, Esq.
Executive Director at Clean Air Council
Alexander G. Bomstein is the Executive Director of Clean Air Council, the largest and oldest Philadelphia-based environmental advocacy nonprofit. Before becoming Executive Director, he served as the Council’s Legal Director, overseeing the work of the legal department while litigating environmental matters and preparing regulatory comments. He received his B.A. in Mathematics from Cornell University in 2004 and his J.D. from Columbia Law School in 2007. Prior to joining Clean Air Council as a lawyer in 2015, he was an associate in the Commercial Litigation Practice Group of Pepper Hamilton LLP, specializing in antitrust and general commercial litigation.
Andrew T. Bockis, Esq.
Partner at Saul Ewing LLP
Andrew T. Bockis is a partner in the Harrisburg office of Saul Ewing LLP and Vice Chair of the Firm’s Transactional Department. He helps clients obtain and defend environmental permits for their projects, minimizing delays and securing necessary approvals. He has litigated and defended environmental permitting decisions before various courts, including the Pennsylvania Environmental Hearing Board and the U.S. Courts of Appeals. He is a former Chair of PBA’s Environmental and Energy Law Section and co-editor of Pennsylvania Environmental Law and Practice, published by PBI Press.
Brian D. Clark
Brian Clark is the 2026 recipient of the PBA Environmental & Energy Law Section's Lifetime Achievement Award. Over his 40-year career, he has significantly influenced environmental law and policy in Pennsylvania, including drafting key environmental statutes as Majority Counsel to the Pennsylvania Senate’s Environmental Resources and Energy Committee. He also played a foundational role in shaping the Rules of Practice and Procedure as a founding member of the Environmental Hearing Board Rules Committee. A respected leader and educator, Brian served as President of the Pennsylvania Resources Council, chaired the Pennsylvania Chamber of Business and Industry’s Environmental Affairs Committee for over two decades, and was a frequent speaker for PBI and Chamber programs. Since transitioning to part-time private practice in 2024, he has remained committed to environmental stewardship through his work with the Heritage Conservancy in Bucks County and continued service to Penn State Dickinson Law.
Jessica R. O’Neill, Esq.
Senior Attorney at PennFuture
Jessica R. O’Neill is a Senior Attorney at PennFuture, based in Philadelphia. Her work focuses on water quality and watershed protection, as well as the creation and protection of green space. She also addresses issues related to the petrochemical and fracking industries in Pennsylvania. Prior to joining PennFuture, she was an Assistant United States Attorney with the United States Attorney’s Office for the District of New Jersey and worked as an environmental lawyer in private practice. She has an undergraduate degree in environmental studies from Brown University and graduated magna cum laude from the Georgetown University Law Center.

Kaitlyn R. Maxwell, Esq.
Shareholder at Greenberg Traurig, LLP
Kaitlyn R. Maxwell is a shareholder in the environmental group of Greenberg Traurig, LLP, based in Philadelphia. She focuses her practice on environmental litigation, advising clients on regulatory compliance issues, and representing them in state and federal courts. Her work includes litigation of major contamination cases under hazardous waste and Superfund laws, as well as advising clients in transactions involving the sale of contaminated real property. Prior to joining Greenberg Traurig, she served as a judicial law clerk to the Honorable Linda K. Caracappa in the U.S. District Court for the Eastern District of Pennsylvania. She received her J.D. from Boston University School of Law and her B.A., magna cum laude, with Departmental Honors in Law and Policy from Dickinson College.

Deputy Secretary for the Office of Oil and Gas Management at Pennsylvania Department of Environmental Protection
Kurt E. Klapkowski serves as the Deputy Secretary for the Office of Oil and Gas Management with the Pennsylvania Department of Environmental Protection. He leads an organization responsible for the oversight of the oil and gas exploration and production industry in the Commonwealth. Prior to this role, he served as the Director of the Bureau of Oil and Gas Planning and Program Management for ten years and worked with the Department’s Bureau of Regulatory Counsel for more than 18 years. He received his J.D. from the University of Pittsburgh School of Law and graduated Magna Cum Laude from Washington and Jefferson College.

Martin Siegel, Esq.
Member at Barley Snyder
Martin Siegel is a member of Barley Snyder’s Real Estate and Environment & Energy practice groups. He spent more than two decades as a litigator at the Pennsylvania Department of Environmental Protection, litigating over 250 appeals in state and federal courts and before the Pennsylvania Environmental Hearing Board in cases involving solid waste, clean water, environmental remediation, and sewage planning.

Michael Sklaroff is a retired partner at Ballard Spahr LLP, where he built the Real Estate Department from its inception in 1988 and served as Chair through 2012. He has been involved in various environmental law programs and has served as Chair of the Philadelphia Historical Commission. He is a founding chair of the Development Workshop, a trade organization dedicated to population growth, job creation, and equal opportunity in the development industry in the Philadelphia region. He graduated from Columbia College and the University of Pennsylvania Law School, where he was Editor of the University of Pennsylvania Law Review and a member of the Order of the Coif.

Scott A. Gould is the Co-Chair of the Energy & Environmental Law Group at McNees Wallace & Nurick LLC. He focuses his practice entirely in the environmental law and toxic tort areas, counseling business and industrial clients in all aspects of environmental law compliance. His practice includes compliance counseling, permitting, and litigation relating to environmental matters. He has extensive experience in the remediation and reuse of environmentally impacted properties and works with business and real estate attorneys on environmental implications of transactions and land use matters. He received his B.S. from Old Dominion University and his J.D., magna cum laude, from Syracuse University College of Law.
