2026 ICAO Air Law Treaty Workshop Tanzania
The 2026 ICAO Air Law Treaty Workshop, organized by the International Civil Aviation Organization (ICAO) in collaboration with the Tanzania Civil Aviation Authority (TCAA), is scheduled to take place from February 25 to 27, 2026, at the Hyatt Regency Hotel in Dar es Salaam, Tanzania. This third edition of the workshop aims to inform and update civil aviation and related officials on the importance of air law treaties, emphasizing the benefits and obligations for States that become parties to international legal instruments, as well as the ratification processes and tools necessary for their implementation.
Key topics to be covered include an overview of air law treaty development over the past century, the role of ICAO in the legal field, and the major objectives and elements of key air law treaties adopted under ICAO's auspices. The workshop will also address how these treaties enable the aviation industry to tackle emerging threats, modernize liability regimes, and manage issues such as unruly passenger behavior. Participants will receive updated information on the status of treaty ratifications and guidance on supporting their States in the ratification process.
The event will feature an opening ceremony with remarks from prominent officials, including Mr. Salim Msangi, Director General of TCAA; Honourable Hamza S. Johari, Attorney General of Tanzania; and Mr. Michael Gill, Director of ICAO's Legal Affairs and External Relations Bureau. An optional social day on February 27 will offer a half-day tour of Mikumi National Park, providing attendees with networking opportunities in a relaxed setting.
Attendance is recommended for officials responsible for international aviation law and related matters at Civil Aviation Authorities, National Assemblies, and Ministries of Transport, Justice, and Foreign Affairs, as well as relevant government agencies. Participants are required to obtain a nomination letter from their agency, signed by the executive head or responsible official, indicating the name, role, title, and email contact of the nominated official. Nomination letters should be sent by email to officeleb@icao.int and copied to maria.memba@tcaa.go.tz no later than January 30, 2026. Registration is not complete until receipt of a confirming email.
