The Legal Interoperability and NATO Convergence Seminar is a strategic forum dedicated to enhancing the collaboration and synchronization of legal frameworks among NATO member states. Organized by the U.S. Army Judge Advocate General’s (JAG) Corps, this seminar aims to address the complexities of aligning international law, rules of engagement, and national authorities to bolster the Alliance's operational effectiveness.

Key topics include the concept of convergence in Multi-Domain Operations (MDO), the role of legal advisors in harmonizing divergent national authorities, and the development of NATO legal convergence doctrine. Sessions will also cover challenges in cyber operations, interoperability standards, and the strategic importance of legal interoperability in great power competition.

Attendees will have opportunities for networking with military and civilian legal professionals from various NATO countries. The seminar will feature notable speakers from the JAG Corps and NATO legal advisors, providing insights into current challenges and future directions in legal interoperability.

CW4 Jairo Parra

Senior Legal Administrator at U.S. Army Judge Advocate General’s Corps

CW4 Parra has over 15 years of service as a legal administrator in the JAG Corps, most recently as the Senior Legal Administrator for U.S. Army Europe and Africa, Wiesbaden, Germany. His experience at the strategic echelons of the U.S. Army is extensive, including assignments as Senior Legal Administrator for Eighth Army in South Korea, Army North at Fort Sam Houston, Texas, U.S. Army Medical Command at Fort Sam Houston, Texas, 82nd Airborne Division at Fort Bragg, North Carolina, and Legal Administrator for the Special Litigation Team (U.S. v. Bradley Manning) at Fort McNair, Washington, D.C.
