The Animal Law Conference is the nation's longest-running event dedicated to the advancement of animal protection through the legal system. Co-presented by the Animal Legal Defense Fund and the Center for Animal Law Studies at Lewis & Clark Law School, this annual conference brings together legal professionals, scholars, and advocates to discuss and develop strategies for enhancing animal welfare laws.
The conference covers a wide array of topics pertinent to animal law, including legislative developments, litigation strategies, and emerging issues in animal protection. Sessions often delve into subjects such as wildlife conservation, farmed animal welfare, and the intersection of environmental and animal law. Attendees can expect in-depth discussions led by over 30 expert speakers, providing insights into current challenges and opportunities within the field.
In addition to the educational sessions, the conference offers practical opportunities for networking among peers and leaders in animal law. The event includes a welcome reception, plant-based meals, and a banquet dinner featuring an awards ceremony and keynote presentation. Bianka Atlas

Bianka Atlas is a lawyer from Aotearoa New Zealand. She graduated in 2020 with a LLM in Animal Law from Lewis & Clark Law School, where she was a Brooks Institute for Animal Rights Law and Policy International Scholar. Bianka received her Bachelor of Laws and Bachelor of Arts (Linguistics and Psychology) from the University of Auckland and her Master of Science (Childhood Studies) from the University of Edinburgh. Bianka has researched, published, and presented on a range of animal law issues, including aquatic animal protection, international wildlife law, plant-based meat labelling, and the link between domestic violence and animal abuse. Before pivoting to animal law, Bianka enjoyed a varied human rights career, working primarily with refugees and asylum seekers in Aotearoa New Zealand and internationally.

Conley Wouters

Conley Wouters is an Assistant Professor of Law at the University of Illinois Chicago School of Law, where he teaches Animal Law, Contracts, and Lawyering Skills. His current research projects focus on laws relating to the treatment of private security canines, and litigation strategies for fighting animal cruelty in rodeo. He has published scholarship on animal law pedagogy, legal storytelling, and Buddhist approaches to legal writing. Conley has presented at various conferences and workshops related to animal law and animal law pedagogy, and he is a member of the Council on Animal Legal Education at GW Law’s Animal Legal Education Initiative. He is also an online LLM Candidate at the Lewis & Clark Center for Animal Law Studies. Before becoming a law professor, Conley practiced commercial litigation at a large law firm. Since 2023, he has worked in animal law in a pro bono capacity, and in 2025, he established Karuna Law, a solo practice dedicated to advancing animals’ legal interests. He is a recipient of the Animal Legal Defense Fund Compassionate Counsel Award.

Emma Hurst is a Member of Parliament, representing the Animal Justice Party in the Upper House of New South Wales Parliament, Australia since March 2019. Emma has fought tirelessly for the rights of animals for many years, fighting to outlaw puppy farming, improve animal protection legislation, and ending the use of battery cages. She and her team have changed many laws in NSW, ending the use of cetaceans for entertainment, increasing penalties for animals abuse, outlawing fetish crush videos, implementing mandatory animal bans for abusers, and outlawing convenience killing in pounds. Prior to being elected, Emma worked as a psychologist and ran campaigns at various animal protection charities. She also ran a rehoming service for research animals, rescuing hundreds of animals that had been used in experimentation.
